well I'd say yes and yes as I have found small slugs in bulbs. both snails and slugs lay their eggs in the soil. little blighters.

Just because they may be found inside a bulb does not mean that they have eaten their way in, only that they have taken advantage of a hole to move into a safe moist home.

Yes. No, but they do eat the emerging shoots rather than the bulbs themselves and it is more likely snails than slugs.
