FUSHCIA PROBLEMS

I have old and new fushcias, but this year i have noticed that before the flower opens, it is going dry and hard. i cannot see any signs of bugs or mites. Any ideas?

maybe the lack of sun, and amount of rain we have had, i have had very simular problems with both fuchsia and geranium this year, all i have done is tryed to improve the drainage with gravel at the top and bottom of pots, it seems to have helped a bit, but not all my flowers are opening either.
