When is the best time to move an oak tree?

My goodness! I hope that it's a sapling. Generally, small deciduous trees should be moved when they're dormant, so as soon as it has dropped its leaves, you could try to do it. If the soil is water logged, or frozen, then don't.

Get the planting hole ready first, dig a trench around the tree, then get as much of the rootball out as you can. Move the tree on a sack or tarpaulin to the new site and plant it at once. It ill have to be watered well during its first year.

And just to warn you, Oak trees hate being moved when a decent size, unless pot grown and thus without a tap root.
