I would get some cactus mix from the garden center, put it in a shallow clay pot, pour boiling water over it, let it cool, scatter the seeds thinly over the mix, and cover them 1/8 inch deep with coarse sand. Keep the pot uncovered, in a warm, sunny spot, and mist heavily every day--with purified or rain water, if your tap water is hard. After a couple of weeks, you should see little seedlings with two eliptical green leaves, and thick, reddish stems come up. You can then gradually water more at a time, and less often, until the soil is drying almost completely between waterings. Feed with half strength 15-30-15 fertilizer a few weeks after they are up--better still with Cactus Juice fertilizer, if you can get it! When they have several true leaves, they can be gently pricked out and put in individual clay pots, no more than 3 inches across. If you have to use bigger pots, put several seedlings per pot, for now. They will need to grow 3-5 years before they start to bloom.
