My fig tree has a lot of figs but with the onset of winter they are beginning to fall off the tree. Is there any way to make sure next year that the crop will arrive and ripen earlier before September.

Let them fall off, they're no good anyway. Those that form too early in spring will also be useless. Remove them. Then, when figs start to form after about May time, leave all them, because they should mature quite quickly to ripen for you. Phil j
