I have seen a tree/bush in a garden on one of my walks, and it has a very curly leaf and is quite dense, would anyone know what this is.

Corkscrew hazel would certainly fit the bill, as Dido suggested - google Corylus contorta for pictures, though you might have trouble finding one of it in leaf - its grown for its bare stems in winter rather than its foliage.
