This climbing rose has developed what look like suckers at the top ...They are very prickly and red and resemble the suckers that sometimes grow at the base.If so I will cut them out.Would anyone advise me please.

If you are growing your rose on a frame or trellis, it's a good time to bend and tie in the new growth while it's still pliable.

Suckers wouldn't come from the top, they are the shoots of the rose it's grafted on to and they come from the rootstock at the base of the plant. These look like strong vertical shoots that need tying in. It happens with my climbing roses too and I either cut them off of bend them over and tie them in.
I understand that a bent-over shoot produces more flowers than vertical ones.

I found a sucker on my Lark Ascending today. You can always tell them by the mass of prickles and they have seven leaflets rather than five. And they always come from the rootstock as Hywel noted.
