tubers and seeds are different - a tuber is a storage organ - just plant it and the foliage and flower appears from that. Seed needs to be sown (depending what it is) in seed trays, the seedlings pricked out when they have 2 proper leaves (not just the first 2 cotyledons) into larger receptacles, individually, and then potted up or planted out when they're large enough.
