They are the same species of conifer (specifically False Cypress).
Lawson's Cypress is Chamaecyparis lawsoniana, Van Pelt's Blue is a variety of it (or clone if you like).
Chamaecyparis lawsoniana 'Van Pelt's Blue' is the full name of it. The variety name of the species should always have an apostrophe either side when written correctly and the first letter of each word start with a capital letter. The genus and species are capital first and lower case second (Chamaecyparis lawsoniana).
Juniperus scopulorum 'Blue Arrow' can be pruned, but best only to prune the side shoots lightly if they stick out. Pruning the top would ruin it's pencil thin shape. It likes a free drained soil in full sun.
