can i move any of my young plants/shrubs now that are in built up borders or do i wait until spring.

If you live in London or the south west, you can do it, but elsewhere, it would have been best to do this a couple of weeks ago - but if you're quick, the soil's still warm enough. From this weekend, it starts to cool down rapidly though. I'd echo Louise's comments regarding root balls...

Your profile doesn't say what area of the country you live in and this will affect what type of chances you can take.
If you take a large enough rootball area then they could be relocated, easily.
If you're disturbing their roots by not having a decent enough rootball they may not get a chance to settle them back in before the cold weather comes and then there's a good chance they'd die - or at least suffer quite badly.
