i have looked at a few sites about scaevola and they all state more or less the same about it being a one year plant ,i lift mine a month or so before a frost and take cuttings and i have had good results i have 132 cuttings well rooted again this year and growing strong

As you have found, it is actually a frost tender perennial. As long as you keep it from freezing, it will keep growing, especially starting fresh from cuttings. In parts of southern California, they are experimenting with it as a small-scale groundcover. Here in the subtropical desert, we use it as a winter annual, because it can take a very light frost, and it's not happy with our extreme summer heat.
