What does this?

Something has been dragging soil onto my black eyed susan flowers and heliopsis 'Lorraine' sunshine flowers, and in some cases, as shown here, folding two or three petals over the dirt.
Any idea what insect does this?

Luckily we don't get snails on our property.
The soil is being deliberately placed right in the middle of the flower, and the petals tacked down. So far it's only happened on these two plants, which are in the same area of the garden.

Previous question
Do you suffer with snails over there Rosalie? I have had the tiniest snails all over my rudbeckias and the petals can get caught on the slime.
