I have 2 huge straggley Phormiums in my flower bed . Can I cut them back? If so , when is the best time for me to do this?

Either late March or April, depending how cold it is. Cut out at the base any damaged, shredded or discoloured leaves. If the plants have spread too much, you can dig them up (no mean feat) and split them and replant.
