I have so many friends who lost Cordylines in the winter of 2009. The plants were oozing and rotting. They cut them back and amazingly the plants recovered. New little plants appeared months later at the top and the bottom. So........wait and see!!.

Might be, can't say - inspect the trunks for signs of oozing or rotting or collapse - if you have areas like this, cut back beyond that point now. If not, wait till May/June to see what happens - it may produce growth up the trunks, or from the base.
