Hi Dave and welcome to GoY. I hope you mean 'bare' rooted rather than dry. It is too early to be planting strawberries out in the ground, early April is the usual time, mid April if you live where there are late frosts. I'd put them in pots and keep them somewhere frost free and with plenty of light.
Remember to dig over the soil where they are to be planted a month before you plan to plant them and dig in lots of good organic matter such as compost along with a couple of handfuls of bonemeal per square metre. A few days before planting add a dose of something like Growmore, strawberries are greedy feeders over the short period of time they flower and fruit.
