You don't really prune patio roses as such - take a pair of sharp scissors and cut out any dead or damaged growth, and any crossing stems in the centre if its very crowded. Deadhead the spent flowers properly, by removing stem back to an outward facing leaf each time, taking a couple of inches of stem if necessary.
Cornus grown for stem colour should be cut back to the ground every 2 or 3 years, depending on how vigorous they are - to be carried out mid to late spring, but before the leaves appear - so if you see the leaves just starting or budding, do it then.

Generally, treat "Patio Roses" much the same as you would any miniature rose: clip them back by about 1/4, and de-tangle them if needed. Heavy pruning isn't normally necessary.
