Dunno, need more info first - is the bay tree in a pot? If so, how long has it been in the same pot? Was it outside in a cold spot all winter, and which part of the country do you live in (to determine how cold it gets where you are)?

Well I would certainly pick the fallen leaves up and dry them to use in cooking.
A lot of things have suffered this winter I would just keep on watering it put it in a wind free sheltered position and see if it comes again.

Agree with Bamboo - it may be time to re-pot and feed the tree.

A lot of people cover their bay and Mediterranean trees in reed (the rolls that look like reed blinds) over winter. This helps stop snow damage and to insulate the bay from wind damage and low temperatures. A bit late to go to the bother this year, but something to think if for next.
