If I put tall delphiniums at the back of a border what can I grow in front of them, something that will not block the sunshine and will also add interest once the plants are finished flowering and cut back.

Anything you fancy that is a foot or more shorter than the delphiniums - might be better to choose something that flowers later than they do, then you've got something else to look at. You could use smaller shrubs, flowering or otherwise, or shorter perennials. Which ones depends on the height of the delphiniums you choose, really.
