We have just dug out an area ready to grass seed but it got a couple of cms of ballast/sand on top, (use to have pavers there) we have been told to mix it with mud so the grass seed will work! How far down do we need to dig so it mixes well enough? Thanks

A spade depth should do. Turn it over with a fork and break up the lump of material as you go. Hope the sand was sharp sand and not soft sand and that it does not contain salt, otherwise your grass will not grow. Check there are no bits of sea shell in the sand to see if it was sea sand. Rub some between your fingers, it should feel very gritty rather than soft. If salty or soft then you may well be better to remove it.
