I have an Acer about 4ft x 3ft, which has just started into leaf. Is it too late to move it into a larger pot?

It is getting too late, but if it needs to be re-potted then now would be better as you will benefit from growth than if you waited till late autumn. It is best to re-pot when it is not in leaf.
