my hebe are going brown yet there is green on them, what could be the problem, and when is it best to cut them back thank you

Depends on the particular hebe - you wouldn't want to cut back something like H. 'youngii' right now because it'll flower in the next 4 weeks, but hebe does have an annoying habit of producing brown areas. If yours either doesn't flower, or you don't mind losing flowers, prune it back all over now to a better shape, removing the brown at the same time.
