My Hakuro Nishiki Salix tree has no knew growth on it

After the severe cold winter my Hakuro Nishiki Salix tree has no knew growth on it apart from 1 or 2 small shoots coming out of the stem which I would normally break off. What should I do to safe tree? Can I use the shoots to try & grow from scratch or should I prune the tree quite severely & break the new shoots off? Any help / advice would be appreciated.

Cut off anything which is dead, but if your new shoots are coming from below the graft point, then dig the tree up and bin it. Do not cut back beyond the graft point, so if the new shoots are coming from above it, then leave those in place. Keep well watered and give it a feed with something general purpose.
