The leaves have dropped off my cordyline palm tree but I have noticed about 20 or more shoots coming out of the trunk about 2 inches above ground level. I have now cut the trunk down to about 5ft and sealed it. Should I remove the shoots at the bottom ?

I would, however, very carefully remove all but the stroongest 3-5 shoots--20 is way too many!

No! That might be the only place it grows from. If you don't get any growth up the trunk you've got left now you've cut it down, then you need to cut it down again, to just above where the new growth is coming from. And you needn't worry about sealing the cut, just make sure its at an angle so the rain can run off.
