Our Privet hedge is dying around an area where our neighbours have a large Holly tree, could this be the cause?

If the holly tree is a proper, large tree, and you've been having as much dry weather wherever you are as we have here, then yes, very likely - the holly will be first in line for all the water, as its got deeper roots.
