we planted a Stag's Horn some four years ago which grew and florished until this year when it budded as usual with the new leaves sprouting as nomal then they stopped growing.???

'Stopped growing' suggests the leaves are still present, and still green, just not getting any bigger, is that what you're saying? Have you had drought conditions up there in the last few weeks?
