If you are trying to keep it small, you will have to be very skillful with your pruning, since Apricots only bloom on wood 2-5 years old. Yearly heavy pruning, especially in early spring, will stop blooming and fruiting.
Also, make sure that it gets a minimum of 6 hours of direct sun a day, or it won't even try to bloom.

there you go then, seems you might have to wait till its five years old, or it might start flowering next year.

Is it in the ground or in a pot? Are you sure it's still alive? Scrape back some bark with a fingernail - if the wood underneath is brown and dry, it's dead, if it looks greenish and moist, then water it well.
