Cut and aerate it before putting top soil on top - that will help drainage when you lay new turf.

That depth of soil wouldn't even faze the bermudagrass that we use for lawns here in the desert, but it would kill most other species of turf. It may also be bad news for some trees and shrubs--keep the new soil off of the inner third of the area under the canopies, at least.
