My large standard Bay Tree has suffered badly from frost damage this year. The leaves have all turned brown and are very brittle. There is no sign of life on any of the branches and the trunk has split, however there are a number of new shoots from the base. If I cut the tree down will the basal shoots develop where they are or would it be better to let them grow and then remove them to pots?

They'll grow on from the base - the roots are still alive, but you won't have a standard any more, it'll be a bay bush, so you can remove the dead topgrowth and let the basal growth grow on in its current pot. Keep watered and fed.
