will strawberry plants from runners ever bear fruit?

Yes eventually when the runner is about 15" put a few inches of soil on top about 9 inch apart.

If you get the runners rooted this year, they will probably bear next year. It's the main way of keeping a continuous supply of healthy, young plants.
