why does my salix integra (Hukuro Nishiki) have long shoots at the base of the stem?

If you mean at the base of the trunk, and your tree is a standard (meaning with a long, straight, leafless stem, graft at the top and all the growth coming from there) then these are shoots from the rootstock, which is a different plant - remove them as close to the roots as possible.
