Jersey 
I have a rose bush which seems to be covered in frost ,but it is not frost as the climate is alot warmer but is covered in a white looking substance can you help thank you.

Sounds like mildew to me also.
Check for aphids, they won't help with the mildew either.

A photo would be helpful, but it could be mildew - in which case, you can spray it. Look in your Garden Centre for a suitable product.
