my dog has broken a main clematis stem about 15cm from its base. Can I save the bit in the ground and the cut off stem?

Yes,no problem, it'll probably produce even more shoots from the ground either this year or next. Doubt it's worth trying to get the broken off part to root though, probably won't work.

Yes . There is a very good chance that it will revive and grow again from the base section.
