i have a twelve foot cordyline australialis that seems so be slowly dying from the top,,but growing out of the base of the trunk are 13 baby shoots.Should i cut it back or just leave it well alone

Cut the trunk back and let the shoots grow. If you don't want as many as 13 stems on the regrown plant, cut off the ones you don't want so that you will end up with a shapely tree. Lots of cordylines grow as multi-stemmed trees.
