My new bush roses are about 3ft without any buds, should i prune the stems back?

Give them time to establish themselves. They might not bloom this year but if you prune them now they certainly won't!

If you mean you've recently bought these roses and they were in containers, no, don't prune them now. Pruning at planting time is usually done on bare root plants planted in winter.
