my uranta tree is a bush the nursery trained into a tree and now it has a large shoot of growth coming out of the top of the tree growing straight up out of the trunk should i cut this off or let it continue to grow

Durantas are usually grown from cuttings, not grafted, so its not a sucker. If you want to train the tree for a taller trunk, now's the opportunity. Tie the new shoot to a stake, and pinch the tip out (if a bloom spike doesn't do it for you) about at the height you want to have the new head. Once the new head is about 2/3 the size of the old one, you can trim of the branches of the old head. If you want, you can leave the old head on, and turn the tree into a two-ball "poodle" topiary. If you are satisfied with the height of the present trunk, I would just cut that wild branch off where it came from the trunk, which will divert energy into the old head, and its flowers.

Probably strictly a greenhouse plant in the UK, Np, and takes up a lot of room that way!

sounds to me like it was grafted top on bottom and the bottem plant has burst threw the top or its verigated and the natural colour is comming back . im know good at latin names sorry . a picture would be great realy . id be inclined at a guess to say yes especialy if you want it to keep its shrub like apearance .
