I have had success in hold moisture by either using spagnum (not sure of spelling) moss as a liner. You can also get gel balls (available at most gardenig shops) that you place in the bottom of the basket that soak up the water and slowly releases it.

You can also buy moisture retaining granules, widely available. You just mix it into the compost.

i line mine with spagnam moss and then cut out a circle of plastic - empty compost bag is good for this, and i put that in the bottom on top of the moss before filling with compost, and i then add moisture retaining granules as well. another good tip is, use a bigger size basket, the smaller the basket is the quicker it will dry out. i always go for at least 14". but even doing all this you still need to water them at least every other day in peak season, if you want the best performance from them, every day. Once the soil looses it's moisture completely it is very hard to get water back in. hope this helps.
