in have a joining fence that is covered with my neighbours ivy plants, can i grow roses upm in front to cover it or would the ivy kill them?

The ivy won't kill the plants directly - I assume the roots of the ivy are on your neighbour's side, so dig aroiund and make sure the soil your side isn't full of roots from it as well. If its not, plant your roses at least a foot away from the base of the fence - what you will need to do regularly is cut back any ivy growths flat to the fence.
