I have a salix tree and a shrub in pots. Will they be ok? I have clay soil and cannot dig it, so I want to keep them in pots.

Salix will want a lot of water every day. They mostly grow beside rivers and ponds. If it survives the pot then it will outgrow it within 3-4 years. I would plant it in the autumn - you can dig clay soil easily after heavy rain.

If the pots are big enough, and if you keep them watered often and fed when necessary. Most shrubs and all trees are better off in the ground though.
