In a shaded and dry area of my garden there has developed a type of white thread-like fungal growth under the soil.
Can you recommend how I deal with this problem.

Its only a problem if you've noticed plants dying back - you haven't said they are, so its probably harmless. Often found under the soil in dry conditions, and where the soil regularly dries out and stays that way.
