Does anybody know if crazy filberts should have nuts on them and if they do are they edible?
We planted a crazy filbert in the garden 4 years ago and it had about 5 nuts on it last year, this year it has 11 that I could count.
It would be great if you can eat them as I love hazlenuts, when should you harvest the nuts if they are edible?

Not yet - they will still be green. Probably early October - try one late Sept and see if its ripe. (If there are any left by then, as the squirrels don't care whether they are ripe or not!)

Do you mean Corylus avellana L. 'Contorta', the contorted hazel? If so yes you can eat the nuts - if the squirrels don't get them first!
