My chnese wisteria is getting out of control, although I have done the pruneing in August and Feb it still has not produced any flowers, its 3 years old and I am tempted to dig it out or cut it back really drastically any suggestions.

Maybe you didn't prune it back hard enough if it's out of control - or tie the new growth in?

They can take up to 7 years to flower, and if it wasn't a grafted specimen, then even longer. I'm afraid you'll have to be patient.
