I would like to know what this plant is so I can properly care for it. I also would like to know if it can be transplanted outdoors. Thanks!

This looks like a fern! However, which of the many types I can't say from this picture. Ferns are not flowering plants. They evolved before the conifers and the flowering plants. They usually develop small spore cases on the back of the leaves.
