Laurus nobilis flowers in early summer, so it won't be those attracting them - possibly they may be after any berries present, but unlikely. Haven't heard of this being a problem on these plants before, though it sometimes happens with certain Viburnums. Guess you could check there's not the rotting corpse of some animal in and around the area, or faeces deposited by a fox or similar.
