Can an over-wattered Euphorbia Lactea be revived?

Plant stalk became weak,soft and unable to support the "fanned"top.

This is a cactus right? If the stem has become soft it sounds like it has rotted. If it has rotted right to the base I would think it's a goner. But if the base is ok and the rot is up the stem a bit, you could just cut it below the rotten bit and I would think it would regrow, but I'm not too familier with this plant.....
