My pear tree (Percy) was left behind by a neighbour, classified as dead. He is very young but after attention is sprouting from the bottom. Shoots are appearing on the tiny trunk but from about halfway up, he is turning black. Is there any hope? What should I do?

Hi Marion and welcome to GoY more pears are grafted onto different root stocks so that they will only grow to a certain height. I suspect that the scion (pear) has died and the rootstock is growing, this means you need to dig the tree up as it will not produce pears for you.
