Or forget the lawn idea and have a bog garden. Lots of interesting plants like damp spots.

The first thing to do is to find the cause of the poor drainage:
Is your lawn the lowest spot in the garden--or even in the whole neighborhood? Is there a lower spot that the water could go to with some re-contouring and a ditch off to the side? If lower spots are lacking, you will need to raise the lawn with a mixture of sand and topsoil, and contour the edges so the water drains to a sump in one corner. A more drastic solution involves a grid of perforated drainage tile, leading to a sump or dry well. All of that may be ineffective if the water table is high, in which case, look to your house foundations!
Is the soil very slow draining, such as a heavy clay, and/or compacted? Aeration, compost, and some gypsum or lime might help with that problem.

If its that bad, unless you've got a dog and a very small lawn, sounds as if you need something more heavy duty to solve the drainage problem. Whilst I'd expect lawns to be very damp at this time of year, they shouldn't be waterlogged or a sea of mud, unless there is a large dog bounding around all over it, or children, when its very wet. You may need to consider putting in proper drainage, especially if you're on a flood plain or low lying area.
