I planted a Cytisus Praecox this Spring but it really needs to be in a sunnier position. What is the best time of year to move it ?

Now, really - but only if your soil is damp. After the heat in the south (I've no idea where you are, you haven't said, would have been useful) the ground is very dry, so you may need to water thoroughly before moving the plant, or wait for the weather to become wet.

Any time till end of this month will be fine, but not if the ground is frozen - a bit of frost is okay, but actual frozen ground isn't.
