If I cut a lavender down to the base would it sprout from the short stump?

You will have to wait and see? I never cut in to the old wood just the current growth.

No - lavender does not grow from old wood. You might get away with it if the plant is less than 18 months old though.

Oh! Well! I'll have to take cuttings and dig it up, such a shame, never mind.

I wouldnt dig it up - wait and see what happens next spring you might have done less damage than you think?
