My money's on it being a Cordyline. Lots of last winter's casualties have produced shoots from the bottom of the trunk. If that's what you have Trueblue, I'd leave them and see which if any are still alive next spring. They're not really cuttings and it's difficult to separate them from the parent plant so that they end up with roots on.
