My 'lollipop' bay tree has died over the summer...leaves yelloweed and fell off. New shoots are growing in the pot. Can they be cultivated?

You can let the shoots grow as Bamboo says, but you would find it best to train the regrowth as a round bush rather than a lollipop shape. This happened to mine. Its not as decorative any more but the leaves are just as good in stews!

If you mean you have shoots arising from the base, straight out of the compost, but no growth at all on the standard stem, then the main standard stem is dead, but the plant is growing off the roots in the pot. It will continue to grow - remove the standard stem at the base.
